OBS and OBS_HAUL addition of proc_ves variables

The following variables were added to the Comprehensive_OBS and OBS_HAUL
PROC_VES_ADFG,
PROC_VES_NAME,
PROC_VES_LENGTH,
PROC_VES_HOMEPORT_CITY,
PROC_VES_HOMEPORT_STATE,
PROC_VES_NET_TONNAGE,
PROC_VES_GROSS_TONNAGE,
PROC_VES_SHAFT_HORSEPOWER
The logic for the VES_AKR variables was also updated to give precedent to the Catcher_Boat_ADFG. This affects approximately 12 vessels.
